Dan Slott kicks off his second story arc on Superior Spider-Man by dusting off a minor villain from earlier in his run and addressing Peter Parker's bold if misguided promise -- nobody else dies. If Peter couldn't live up to that lofty ideal, what hope does Otto Octavius have? That's the crux of this new story, and it's a strong hook indeed.
There's nothing particularly special about Massacre as a villain. He's just a dude with a metal plate on his head and absolutely no empathy for his fellow man. Rather than waste time trying to flesh out Massacre as a character, Slott uses the villain as a means to an end as far as complicating Otto's life. Otto seems to have everything down to a routine as this issue opens, ably juggling his personal and professional responsibilities in a way that would make Peter jealous (which it does, actually). There's even a humorous subplot as Otto discovers to his horror that Peter never earned a doctorate and decides to rectify that mistake.
